Is there a way to save the current list of strategies in the Strategies tab as part of a Workspace?

Strategies are saved with their own methods and not part of the Workspace. If you go to Tools --> Options --> Strategies --> NinjaScript tab --> Handling options you can see your choices. If you select "Keep running" the strategis will stay in the strategies tab when you shut down and restart NinjaTrader.
