Moving Drawn Objects

Hello Support,

NT chart has that litte box with F character to make it fill the range of available space and make it automatic. User can also change scale around middle line by holding down left mouse button and move up down to skrink or expand the scale. Every now and then it gets into mode where the drawn object can be moved up and down, but not changing the scale. My question is:
How can user control, going from 'changing scale' mode and 'moving vertically, with same scale' and vice versa ?
