Thanks for the update. 1) Yes, strategies will keep up with a live feed. Either a new tick arrives or a bar closes, and this raises the strategies OnBarUpdate() event. There is nothing additional to set to have the strategy respond to streaming data.

2) This is a preference and depends a lot on your usage, how many strategies, development stage, etc. They both run off the same data, but there can be configuration differences between the two. It's best to run directly from a chart if you want match a chart and strategy together. Can use this approach to visualize indicators used in your strategy logic.
