Is there a way to intitiate a chase order that calculates its moves from an indicator? For example a chase order that follows or adjusts based on a moving average?

You are going to have to do it from a NinjaScript strategy which calls upon an ATM strategy to execute the order. Check out the SampleAtmStrategy reference sample for how to accomplish this.
