Anchoring text to absolute position on chart

Is there a way to anchor text to an absolute horizontal position on the chart window so that when I scroll horizontally it stays fixed? I want to label a horizontal line, and have that label appear at the same X position at all times, but obviously want it to move with vertical scrolling.

When I test it on my end, I cannot reproduce that the text object is moved when scrolling horizontally. I see you refer to vertical scrolling in your last sentence and I assume you meant this as well in your first sentence.

Vertical scrolling of the Y-axis (Ctrl + click and hold left mouse button and move up/down) does not change the location of the Text object either.

However, when I (de)compress the Y-axis the horizontal line can be plotted on the text object. Unfortunately this can be as expected. The Y-axis values will get more compressed because the Y-axis increases, however the Text object remains the same in size. The horizontal line and Text object are assigned to Y-axis values. Since these Y-axis values 'shrink' when compressing the Y-axis, the drawing objects can appear on top of each other. I have included two screenshots that illustrate this behavior.

Please let me know if you refer to different behavior.

Sorry, I was not clear. I would like it so that the text does NOT scroll horizontally when the chart is scrolled horizontally. In other words, I'd like to always be able to see the text. I'm looking to label a line. Is there currently a way to attach a label to a horizontal line?
