NT:7+Win7x64 = cant start

Same Error

I am running Win7 X64 and I have gone through all the stepts and still the same error. NT does not even start, I would post the log file but there is none.. I have tried installing .net 4 and still same problem it never starts. I did the mention steps bellow too and still same error.

...that didnt help me as well, so I reinstalled Windows and its working now, but OS reinstall is not solution, I just lose patience with that...
