can you have ninja trader reading data from IQ feed and placing the orders using IB as the broker? can you run a strategy that does this at the same time?

Yes, please connect to your data feed provider first and then connect to your Broker.
A strategy can be run against your data feed from IQ feed and placing orders with your broker on Interactive Brokers, via the connection above.
