When entering an automated limit order via NinjaScript, is there a way to specify via the script the CHASE functionality?

NinjaScript doesn't offer this capability as an option to apply to orders. However, it should be possible to custom code orders that behave this way. I can't think of a simple implementation but since you're dealing with a regular programming language it's certainly possible.
You may also consider hooking up your NinjaScript strategy to an ATM strategy with these settings enabled.
