How to auto start NT when windows starts, and auto connect after it starts?

Unfortunately this is not supported.
However, NinjaTrader 7 will have an option to auto-connect to your data feed when the sofwtare is started.
New Automatic Connect on Application Start Up
You can enable any defined connection to automatically connect when you start NinjaTrader. -
