Just to clarify it is possible to wait for the data server, or reboot your PC, which works as well. This, however, does not solve the root cause of the issue in that you are sometimes blocked from accessing the historical data server.
As mentioned previously, this is due to an intemperate internet connection, firewalls and antivirus software, or another piece of software. But if you are able to receive real-time and historical data now then I am glad to hear it.
