Importing Historical Txt data from Sierra

Sierra charting exports data as Txt in the ASCII format:

Date, Time, Open, High, Low, Close, Volume
    06/15/2005, 0945, 19.17, 19.18, 19.16, 19.17, 5000
    06/15/2005, 0946, 19.16, 19.16, 19.13, 19.16, 2600
    06/15/2005, 0947, 19.17, 19.17, 19.13, 19.14, 8400
    06/15/2005, 0948, 19.13, 19.14, 19.05, 19.08, 8400
    06/15/2005, 0949, 19.08, 19.08, 19.04, 19.04, 8100

NT cannot read this, will NT 7.0 allow reading of this data file? Which is supposed to be the most widely used format for market price data.
