6.5 to 7 Migration and Cost

I am thinking about purchasing a NT 6.5 lifetime license. If I do so, will I be able to migrate to the NT v7 when available without paying extra cost?

Correct, the lifetime license includes all future updates and versions.

Unfortunately, I cannot confirm or deny if there will be a price increase for NT 7. However, NinjaTrader's prices have been the same for over two years. The last time there was a price increase was before the release of NinjaTrader 6.
