Will NT 7.0 be based on .NET 3.x? Will we be able to use LINQ and Lambda expressions?

NT7 will be based on .NET 3.5. You should be able to use any .NET 3.5 feature you'd like.

The answer to both of your questions is yes. If it is not working add 2.0 and retest it.
