lag in submitting order

Is it normal to have a lag of up to 5 seconds between a strategy receiving a trade signal and the trade actually being sent out by NT?

There are many factors that can contribute to such an experience. For instance, internet latency, brokerage delays, exchange delays, etc. I suggest you try a manual order and see what kind of delay you get on those to give yourself a reference point.

The manual order is instantaneous. The reason I know there is a delay is because when I see the chart, the price breaches the indicator line, however NT doesn't send out the order for a couple of seconds.

Visually watching the chart is not the best way to see when the order should have been submitted. I suggest you go to your strategy and add a Print() function to see when the order should have been submitted.
