IB Simulated feed causing problems (maybe)

Please look at the attached chart, which shows a NinjaScript Strategy which I am running in simulation mode using IB as my data provider. The first trade was executed correctly in a period of non-volatility in the market, including the 100 tick PT which was fired off correctly. The second trade was executed correctly, however, the 100 tick PT was ignored. This glitch happened in an extremely volatile period in the market.

I've noticed that when there is a lot of market volatility, IB minimizes their computer resources which are dedicated to their simulated accounts. Could this be what happened?
