I need to create a program that allows the user to discretionarily decide when to buy/sell, however after they enter a trade, there are additional entries as well as exits that need to be automated. Is this possible with an ATM strategy?

Unfortunately this is not possible with ATM Strategies.
You may be able to program this using NinjaScript, which can then access ATM Strategies:
NinjaTrader advanced charting is extensible in that you can create custom strategies using NinjaScript which is based on the modern C# programming language.
