Paper trade orders don't fill

I'm having a problem with manually placed paper trade orders not filling. I'm using esignal data. When I submit market orders they just say working. It happens on futures but not forex. Could it be because there is no bid/ask(I think that is because of my subscription. I'm subscribed to delayed futures) But some futures orders have filled before. ie. treasury futures orders filled a couple of days ago, but I cant close the positions today. Anyone else using eSignal with delayed futures data?
