Create strategy using one instrument's price action to trade another?

Hi, I want create a strategy like this: If ES price reach a new high, YM has increasing volume,then I want to buy NQ at limit. This is just a simple example to describe my question. Could anyone tell me if it's possible and how? Thank you.
