Is it possible for the user to assign different specific draw tools to the existing single hotkeys (F9, F10 etc) now used for some draw tools ??

Unfortunately this is not supported.

If one could re-arrange the existing hotkeys assigned to the different Draw tools as one might wish...my feeling is that could be helpful...if not too difficult to implement....personally, I do not often use some of the Draw tools that have simple (F2, F3 etc) hotkey assignments....and for me those hotkeys could better be used on other Draw tools with more complex hotkeys....and to also be able to re-arrange the keyboard sequence of this existing library of hotkeys with your favorite Draw tools could be desirable....
