Does anyone know of any add-on or other method of enabling a visually impaired daytrader to use a headset and speak orders into the microphone that will be placed on the NT super dome - either as market or limit orders? These would need to be "bracketed" orders with ATM targets/stops.

As far as I know there is no such add-on.
You could contact one of our supported Ninjascript consultants to see if they can create such an add-on or contact one of our third party add-on vendors.
