NT7 out of memory

I am assuming you have done some preliminary testing on NT7 alpha based code, or have instructed developers to solve certain problems, etc.

Will NT7 have a similar "out of memory" / "crash" problem when using long backtest periods with tick data, ie > 1.3GB of memory?

I assume your answer will be that NT7 has a different memory limit and is more efficient and all that.

But will it solve the problem, or just extend it a bit further.

NT7 will extend the limits which you experience with NT6.5. You still will the hit wall at some point on testing "large" tick series: there won't be an "unlimited" backtest.
Unfortunately we are unable to provide real numbers at that time, but our tests showed that you should be able to backtest 2-3 times the size than NT6.5.
