We can change candle outline colors for down bars, up bars and last trade. Is there a way to program for a neutral bar color that would indicate a change in trend may be about to occur?

Unfortunately this is not supported by default. However you can create custom indicators. More information can be found at the following link.
If you do not have any programming skills you can contact a NinjaScript consultant that can create the indicator for you. You can find all supported NinjaScript consultants at the link below.
