pre defined stop-loss order not filled

Hi, I have been practicing with a very small live account, I use NINJATRADER8 and today I used an ATM strategy so my target and stop-loss are pre-defined once I am in the trade.

I had my stop loss +2 Tick up from breakeven in place when the currency dropped right through it, ended up closing me out at 1 tick below breakeven (3 ticks down from where it was supposed to)
Is there a reason why this happened? I have used ninja with futures before and that never happened.

Just wondering why the stop order couldn't be triggered because although it was fast, I was raising my stop loss preventing that to happen.

I've noticed some extreme movements today around 11am PST, due to FOMC.

I trade S&P500, happened in both of my entries today between 14:00 and 15:30. My runner got kicked out 2 and 3 ticks below both of them.
