Color Based on Slope

I'm not a programmer. Need to color an indicator based on whether the slope is up or down. Something like
if EMA is greater than EMA one bar ago, color blue
if EMA is less than EMA one bar ago, color red
Can someone give me the exact syntax and where to add it in the code?

I'm just curious, what is a typical price to hire a programmer?
For example, to do what Joe wants. I also want to color code,
but I wish to color code
price bars according to the angle of a moving average (VIDYA).
Just a typical cost for this would be fine, if anyone knows.
