Thanks for your post.

The reason that the +1 is not being set is because it is being overwritten by the statements following the initial if statement.

What you have is:
If (condition) set Action = 1
if (condition) set Action -1
else set Action = 0

what you need is
if (condition) set Action =1
else if (condition) set Action = -1
else set Action = 0

Here is another arrangement of the code that uses one line to check the time and then execute the code if active is true and is between the time.

Code:

if (active && ToTime(Time[0]) >= 74500 && ToTime(Time[0]) < 160000)
	{
		if (High[0] > Open[3] && Open[1] > Close[1])
			{
				Plot0.Set(1);
			}
		else if (Low[0] < Open[3] && Open[1] < Close[1])
			{
				Plot0.set(-1);
			}
		else  Plot0.set(0);
