Has anyone figured out a way to send a cell phone text when a price alert is triggered?

Thanks for the post and welcome to the NinjaTrader forums. There is unfortunately not an available SendSMS() command that would accept your phone number.
You may be able to use built in SendMail(), which works with some cell phone providers if the mail is properly formatted. You would need to work with your provider if they offer anything like this or can also see this thread for some ideas:
