Draw a Horizontal Line with Text / Marker

How do I create an indicator for drawing a Horizontal Line at a specific price with text / marker showing that price?

For example, if I draw a line with data input of 15.36, the line will be drawn at 15.36 with a marker (or a text box above or below the line) showing 15.36. I can later change the input value of the line.

I would first check out this script, as it seems to do a lot of what you're looking for:

If price markers (value highlighting in vertical axis) are a key feature, you can do this with indicator plots only. You can set indicator plots based on an input value.
