Basic horizontal line 'x' pts from the open

I was hoping someone wouldn't mind giving a newbie to coding some help. I want to start with the basics and I'm the type of person that learns as I go.

All I want to do is draw a horizontal line from the open + or - 'x' amount of points.

If you wouldn't mind pointing me in the right direction it would be much appreciated.
