Accessing chart properties from indicator

Support,

How can one access "Color for down/up bars" and CandleOutlineColor in Chart properties from indicator code?

Unfortunately this is not supported in that sense. I believe you can just go BarColor to get what the current bar color is and call CandleOutlineColor to get the currently used outline color.
