How to create a conditionally colored price bar?

I am trying to figure out how to have a price bar display in red of green if certain conditions are met.
Specifically, if a bar opens with price in the bottom 1/3 of the bar and closes in the top 1/3 of the bar I want it to be blue. If a bar opens with price in the top 1/3 of the bar and closes in the bottom 1/3 of the bar I want it to be red.
If anyone knows how to do this I would greatly appreciate instructions.
