Simple Price Indicator and Stragety

I'd like to create an indicator that simply alerts me on a chart when the NYSE hits +- X. A visual indication along with a sound would be preferable. How can I create this?

Once I have this indicator created, I'd like to create an strategy to trade a stock when the tick hits these my target. Is this possible?

I've played with the price alert indicator, but it doesn't appear to get the job done.

Any guidance is much appreciated.
