what do i need to include in this condition if i only want orders between 1030pm and 400am the next day

if (ToTime(Time[0]) >= 223000 && ToTime(Time[0]) <= 40000)

Looks like that will never be true. If one is true the other is false and the test will fail. Check if >= 2230 and (&&) <= midnight or (||) >= 000 and (&&) <= 0400 instead, or check if > 0400 && < 2230 is not true (easier).

Use DateTime objects, and lose the vagaries of translation to modulo 60 and modulo 24 integer arithmetic.
