OK. So I've worked out what is happening.

In Ninja 7 external DLLs had to be located in the NinjaTrader 7/bin/Custom directory. This led to an issue of what do you do if you have both a 32-bit and 64-bit DLL. The answer was having DLLs named with X86 and X64 in the name, and some nifty copying of files at Ninja startup.

In Ninja 8 this directory restriction no longer exists. So you can place your 64-bit DLLs in the windows/system32 directory, and your 32-bit DLLs in the windows/SysWOW64 directory. So in Ninja 8 we don't have to worry about naming or copying, it will just find the DLLs in the path and work.

    Problem solved. Thanks.
