Fun of movings

Hello, guys

I would like to implement the indicator fun of movings.
In attached file I described how it should look like.

The difficult for me is how to position arrow/circle.. objects as a container , show/hide them etc.

Could you please advise some tips how to implements this.
Am not new in programming, will understand source of code.
