public vs private in Variables

Hi NT,
this might sound like a stupid question, and more to do with programming than software.
what's the difference between public and private in the Variable region?

I have an indicator that has a private variable, but because it was not working in a strategy i changed it to public, but now I am unable to save the chart with indicator in my work-space, as it says the indicator could not be serialized. but if i change the variable(s) to private it does the trick. whats the difference between using public or private?
