Programming Bar Values

I am wondering if/how you can program a strategy to calculate the current bar, of an indicator, being less than the previous bar.

I attached a picture of what I am trying to accomplish.

If you could show me how to do this through the Strategy Wizard, that would be helpful. My programming skills are rudimentary.
