trying to get even up the pips so they can be divided by 2 but....

I'm trying to make the pips from a range on EURUSD an even number so that i don't get rounding issues using the code below. TickSize is 0.0001. The result of the code below adds 1 pip to the average price irrespective of an even or odd number. Can someone please tell me what I am doing wrong here?
