Are bar time stamps based on the market eg EST or on the PC clock's time zone?

This depends on the data feed provider you are connected too.

Please check out the above link for NinjaTrader 7 it has been added to the lit what providers hve native and local time stamps.

Local time stamps = PC clock bar stamp.

Native Time stamp = Server clock bar stamp.
