Read textfile from website

My strategy sends emails to subscribers from a file on my computer.

This is the code:
string path = NinjaTrader.Cbi.Core.UserDataDir + usersFile;

The usersfile TEST.csv is on my computer, but I would like to read it from my website.
The file is on my website and I changed the path to my public_html but it's not working.

What should I do?
