Thank you for sharing the indicator. Hopefully another community member can adapt for you.
Chart movemement controls are built into the platform, but not exactly the same implementation as the indicator you posted.
To move horizontally: Click and drag the chart
To move vertically: Hold Down control and click and drag in the vertical (Price) axis.
