I am trying to capture the high and low of the premarket for the ES. The time example you show is as follows:

if (ToTime(Time[0]) >= 74500 && ToTime(Time[0]) <= 134500)

this will capture time between 7:45 am and 1:45 pm of the Current day.

How do I write the code to capture 4:30 PM of the prior day to 9:30 am of the current day?

You will need to check ToDay()s. You set out your start date and just go +1 to it for the end date. May be a little bit more complex than just +1 with holidays and weekends, but you get the idea.
