I've written a simple strategy for a colleague and wondered if there's a way to have a pop-up screen (or something) at the start (attached) to agree to terms of use?

This is possible to do.
The screenshot you are showing is likely a C# message box.

This is something that is part of C# but not necessarily a NinjaScript thing.
In NinjaTrader 8, you could make a completely new window as an addon if you wanted and show that window.
Either way, you will need to have some sort of file that is written that contains a value to store whether this has been accepted so that it only asks once.Chelsea B.NinjaTrader Customer Service
