BUG [B8]: Chart template panel layout lost on load

The layout of chart panels (height) is often lost when a template or workspace is loaded or restored. It generally happens when the panels already on the chart and the panels defined in the template or workspace being loaded don't match (e.g., there are a different number of panels and/or the indicator in panel #n isn't the same.) When this happens, each panel in the loaded template/workspace is assigned the default height, ignoring/overriding whatever panel height had been defined when the template/workspace being reloaded had been saved.

Usually, the correct layout (panel heights) will be imposed if the template is loaded one more time. The initial load fails; subsequent loads work correctly.

I have tested this on my end and was able to reproduce this as well. I will forward this to our development team and will follow up once I gather additional information.
