    Shift-click should not start a second instance of NT

    There's a Windows action that is undesirable for NT. Shift+Left-Click on an application icon on the taskbar starts up another instance of that application. That behavior makes no sense for NT -- NT just detects that another instance is already running and complains.

    Since it makes no sense, could NT arrange to have the shift key ignored in that case and just treat it as a Left-Click (i.e. with no Shift modifier)?
