Honouring local PC settings

In the News window, dates are displayed as MM/DD/YYYY and times are displayed as AM/PM. My local PC settings are for dates to be displayed as DD/MM/YYYY and times in 24hr format.

Are local PC settings being honoured when displaying DateTimes? It appears not, in this case.
