Unfortunately you can only import stock instruments via Control Center-->File-->Utilities, other instrument types are not supported.
All stocks will be imported with a default tick size of 0.01.
The 'Merge policy' will be set to UseGlobalSettings by default as well.

The stock symbol you enter upon importing the stock list, will be used as symbol mapping under the Misc-tab.

If you click 'New' in the Instrument Manager, it will open a new Instrument Editor window that is set to Stock. I will forward your suggestion that it should open with the instrument type that you had selected last in an instrument list.

I do not follow the procedure you list thereafter. If you have multiple exchanges enabled in the Definition-tab, you will need to select the exchange when adding the instrument to an instrument list.
