I do not think it is that simple. If a user decides to use a session template that shows the technical stop at 16:30 to 17:00 that means your logic would decide to use 16:30 as the end price and not 15:15.

Correct. But is there any viable alternative?
If there is only one session, the solution is easy, and as already confirmed, the indicator produces correct results.
If there are two sessions or more, you would need to modify the session manager to allow for labelling the final session, or to define an engulfing session with sub-sessions. As long as this has not been done, the easiest way to proceed is to declare the session that terminates last within the calendar day of the exchange as the final session to be used for selecting the close/settlement price.
If you do not modify the session template definition - I remember I had posted an example of a competitor containing breaks and subsessions - there is simply no better choice.
