Inconsistant range charts

In the picture attached please note the range bars are not equi-distant.
At some sections there are gaps and at other sections they're bunched in together.

Bring up Chart Properties --> Please make sure Equidistant bar spacing is set to true.

That worked with single series charts but not with multi series charts.

That is expected. Multi-series charts always automatically use non-equidistant bars since the time axis must be consistent to align both series in sync with each other.

Is there anyway to have the bars above vertical or horizontal lines instead of underneath them?
Anotherwords can I bring the chart bars to the forefront instead of the background?

Yes, select the bars (or any other chart object) hold the SHFT key down and scroll your mouse wheel to change the z-order of the selected object.
